Toni A. Forge, Esq. is an attorney and legal executive with deep expertise across regulatory compliance, administrative law, and litigation management in highly regulated industries, including cannabis, insurance, and financial services. As founder of 4Leaf Consulting, she advises municipal agencies, regulators, and private operators on licensing structures, statutory interpretation, and compliance implementation. She serves as a technical advisor to the Los Angeles Department of Cannabis Regulation Social Equity Program, the County of Los Angeles Office of Cannabis Management, and the Cities of Hawthorne and Commerce, and co-authored the Social Equity Handbook, a best-practices guide for governments implementing cannabis equity initiatives. Toni teaches Restorative Justice in Cannabis and Cannabis Operations as an adjunct professor, connecting prohibition-era policy to modern compliance practice. Earlier in her career she led staff counsel offices and national litigation strategy for major insurers. She holds a Juris Doctor from UC Law San Francisco and serves as Vice President of the National Association of Black Cannabis Lawyers.
