Whitney Beatty is a licensed California social equity dispensary operator and a recognized national voice on cannabis equity, retail operations, and regulatory compliance. She is the founder and CEO of Josephine & Billie's, one of the country's most recognized social equity cannabis dispensaries and the first Los Angeles dispensary created by and for women of color, and the founder and CEO of Apothecarry Brands, giving her direct operating experience on both the plant-touching and ancillary sides of the industry. Whitney owns full retail profit and loss and has navigated California's DCC and CDTFA compliance environment, METRC requirements, and the vendor compensation sunset in real time, while closing investment structured to protect equity ownership. She is an appointed member of the City of Los Angeles Social Equity Working Group, Vice President of the Cannabis Equity Retailers Association, and Vice President of Supernova Women. Through her advisory practice she has delivered technical assistance and grant-writing support to equity applicants and licensees across California.
